Agentic AI skill

To help AI agents to use the HPC is the most optimal way, we have created a skill to help it with that.

It condenses the relevant knowledge in this wiki in a way to steer it to make the right decisions.

This way, it can work more efficiently itself (not waisting tokens on reinventing the wheel), and also make the most efficient choices for working on the HPC (filesystem usage, job settings).
